Charge, new zones adopted for Takhini North

City council members have given the go-ahead for residents of Takhini North to be charged the Local Improvement Charge (LIC) on the water and sewer system work planned for the neighbourhood.

At Monday night’s council meeting, members approved the final two readings of the bylaw on the LIC, thus adopting the charge.

The adoption comes after a public hearing where two residents of the neighbourhood asked the city to clarify how much they will be charged.

City staff informed them the only change to the cost would come from changes to the interest rate, not the work itself.

Residents in the neighbourhood will pay $1.1 million of the estimate $9.6-million it will take to overhaul the systems.

Each individual property owner will be charged based on the size of his or her property, with most ranging between $8,000 and $22,000.

The exceptions to that are condo owners at 30 Normandy Rd., who will each pay $1,559.60 for the work, and the Yukon government, which will pay $113,182.40 for the project.

The territory owns the property at 426 Range Rd.

Tenders for the work are expected to be released in March, with work wrapping up in the fall.

Also at last night’s meeting, council had its focus fixed on the new section of Takhini North that’s being planned.

Members adopted the zones that will be put in place for the site of 210 units.

The new zones include more stringent building guidelines, including regulations around the trim and siding on houses, where garages can be placed, and setbacks.

The three zones now include a Comprehensive Neighbourhood Commercial zone, governing commercial developments; Residential Single Family Takhini North, governing homes that range from single-detached to triplexes; and Residential Multiple Family Takhini North, governing townhouses and apartment buildings.

Though a public hearing was held on the rezoning, no one appeared before or wrote to council on the matter.
