Where have all the deputy ministers gone?

Liberal Leader Sandy Silver wants to know their whereabouts.

Or, better yet, why have they gone, and how much did they get in severance pay?

According to the Klondike MLA, “an unprecedented number” of deputy ministers have left the government during the Yukon Party’s current mandate, which began in 2011.

By his count, 10 have exited their offices since 2014.

“Some have quit, some have been fired and some have retired. This turnover comes with a cost to the taxpayer,” Silver noted to the legislature Tuesday.

“How much money has been paid out to cover severance packages for the 10 deputy ministers who have left this government since July 2014?” he asked.

The government is tight-lipped on all staffing matters.

Spokespeople from various departments, including the Public Service Commission, which handles human resources for the government, would not say why so many deputy ministers left nor how much they were paid in severance, when questioned by the Star.

“When it comes to matters of human resource and those types of issues, we don’t usually comment and provide the information that members are talking about,” Currie Dixon, the minister responsible for the commission, said during Tuesday’s question period.

Severance packages are “not typically disclosed” either, he said.

Dixon said previous Liberal and NDP governments took the same approach.

Deputy ministers are hired, moved about and dismissed at the discretion of the premier.

In March, the Star reported there were about a dozen changes to Darrell Pasloski’s most senior staff in the past year – far more than the comings and goings that occurred over that time frame in previous governments.

“Deputy ministers serve at the privilege of the premier, and, from time to time, they come and go as needed,” said Dixon.

But Silver said the government should be accountable to Yukoners who fund government salaries.

“When the premier hires deputy ministers, then fires them, there’s a cost to the taxpayer – hundreds of thousands of dollars each time that this happens,” said Silver.

“It doesn’t inspire much confidence in the leader of government when there’s turnover at a senior level of staff.”

Liberal party spokesperson Jason Cunning said if Silver is elected premier in the pending election, severance deals would be made public.

“We think that the public deserves to know what those numbers are, and we’d make those numbers available,” he said.

Other jurisdictions in Canada publicize the names, positions and salaries of public sector workers making over $100,000.

So-called “sunshine lists” exist in Ontario, Alberta, British Columbia, Nova Scotia and other provinces.

In the Yukon, this information is hidden from the public.

Would the Liberals draft a sunshine list once elected?

Cunning said this is something that would have to be discussed with the Yukon Employees Union, which represents territorial government employees.

“I don’t know that we can unilaterally do that,” he said.

I believe that the President of YEU is a YG employee who is on "Leave Without Pay" but still gets their salary from YG and pays into the pension plan. (maybe the union is billed by the YG for their wages and benefits) (Info. is in the Collective Agreement between YG and YEU online) I think the rest of the employees of the YEU are recruited by the YEU and paid by them. I may be wrong. I honestly think the YEU and YTA have the best interests of YG employees at heart. At least I know they used to.

Amounts and numbers can be given by the Government with regards to costs for buyouts, severance packages, amounts to go away quietly after having signed a no disclosure contract and the number of managers that have left YG in the last 5 years as well as the revolving door of ADM's as well as DM's without giving names. We as taxpayers do not need to know names just what it is costing us. Number of wrongful dismissal claims should be available to us as well. Numbers only.

and in some cases assault of Yukon government peoples. Yukon Employees Union will do nothing but help the government because their salaries are paid for by the Yukon Government.
Yukon have Public Alliance of Canada lawyers helping the Yukon Government against the Yukon employees.

This is but one investigation that took place. It does raise some intriguing questions. What secrets do they know that ensures their rehiring?
The Yukon taxpayer has funded a gravy train for these two all arranged by the Yukon Party

Very powerful position (supreme being) - he/she can destroy anyones career if they are a manager or higher anywhere in the government.
One was hired around 2010/2011 - they got rid of all the directors that had been established by the previous Commissioner in the Public Service Commission as well as all the initiatives that were actually working and brought in their own people. New broom who only planned to stay for 5 years to top up their pension and return to their home in Vancouver,
Many, many long time government employees in the PSC were destroyed and pushed out. Some will never recover.
That person has left the Yukon with a wonderful package and pension.

Right down to peanuts levels. And quite right too, everyone should know. So I don't get this privacy angle with taxpayer dollars.
If the payoff number is not public, all the incentive is for the politicians to offer the maximum to buy the employee's silence. There is no downside when it's not your money.

A DM makes $170-228K. Plus 30-40% in benefits I would estimate. Few would sign on to such a job without a guaranteed minimum 1 year severance and maximum 2.

It appears you are referring to a certain infamous couple that served as both DMs and ADM however what you seem not to be aware of is that they got two kicks at the can not just one. They have come & gone from the Yukon a couple of different times all with very generous golden parachutes each time allowing them to land safely in West Vancouver. As if this wasn't bad enough they single handedly destroyed their work places while here including Justice, Health & Social Services as well as Education. Then the big joke was in Education the replacement was their friend that got the top job. But of course the pharmacist and the YP know what they are doing.

Silver needs to speak to a lawyer or judge. Generally speaking settlements come with a non-disclosure agreement. This is not to just protect YG, but the former employee (MG) from the disclosure of this amount to the public. This is done in the private sector as well and is a common practice. So unless Mr. Silver thinks he can strong arm any lawyer looking out for their clients best interest, I am not sure how he thinks he will accomplish this.

Yukon rights writes like Sandy Silver must be someone close to him. None of the DM's were friends of the Premier if you check your facts. The pay outs for DM are provided for.
If people retire or quit like all these DM have done then there is no pay out or if they are let go for just cause then there is no pay out.
Liberals have shown their inability to understand the situation and mislead voters that can see through the BS of the Liberals.
There is a member of Sandy's liberal executive team that are husband and wife that are both part of the education system did you know that Betty nailed it so what's the difference?

So you are stating Stan B the administration is the real problem not the politicians is true.
But none of them will do anything about it and 100's and 100's are getting abused.
For DM's running to the Public Service Commissioner is also true.

Yukoners Have a Right to Know on May 2, 2016 at 8:42 am

Yukoners have a right to know how many of their tax dollars are spent in severance packages. Thoughts come to my mind of how it could be possible that the Premier moves his buddy into a DM position simply because that new DM is at the end of his career and would like a BIG payout in addition to the pension rather than JUST the pension due him. Easily done if there are no requirements for making the payouts public. Yukoners have a right to know if Conflicts of Interest are at play; if favouritism is at play; who the Premier's best friends (in a monetary sense of the word) are. Keep on them, Sandy Silver. It's only right that Yukoners know how their hard-earned tax dollars are spent.

Dearest Betty: did you ever nail it. First thing a new Deputy does is become friends with the Public Service Commissioner, from there the path is cleared.
A famous example of what you are talking about was a husband and wife team that came up around 2007. One was brought in as a DM and the other given a position as an ADM.

They both brought in loyalist from outside YG and orchestrated promotions. They both orchestrated the removal (through various means) the departure of long time Yukoners who were committed to the Territory and its people.

They both left with healthy pensions and a trail of destruction behind them and they continue to suck up to the power brokers within the Yukon Party.

To quote Jason Cunning, the Liberal Party spokesperson ... The Liberals would have to check with the Union to see if they could do a "sunshine" law. What?

Directors, ADMs and DMs are in the M class of YG employees and not part of the Union. You should know that as should Mr. Silver.

YG camouflage letting managers go (not union members)
Here how it works:
New DM comes in from the south or (maybe local!!!!!!!)
He/she wants to bring in their own people plus their slant on how things should be done
They look at managers already there:
How to get rid of the managers who have done a great job for years but are not the new persons choice????????
Move them into:
Special Projects, Temporary Assignments, lay-off and call it Retirement because the employees JUST happen to be of possible retirement age - so the Government can say that the people retired (nonsense - nothing but smoke and mirrors) (Managers have no protections from being let go).
Too many long standing, devoted hard working civil servants have been destroyed by changes in the TOP short term echelon.
The politicians in power have no idea what is actually happening in the workplace for Yukon Government employees. It is not a NICE PLACE TO WORK. They do Employee Engagement Surveys for years and completely ignore what the employees tell them.

The Yukon taxpayers are not just on the hook for payouts for DM.s who are let go.
All managers (covered by Section M) that are not union members who are let go for not With Cause (no wrong doing supposedly but asked to leave) get lawyers and negotiate a payouts.
We as taxpayers in the Yukon should be able to access how much money the government is willing to spend every year just to get employees to go away quietly and never discuss with media so they can be replaced with others. We should also be able to find out how many managers have been let go in the last four years of the current governments tenure.

Sandy; you are piffling for the sake of piffling, again. 'Just some corrections' is right. You are in a position to know what the agreements are if a DM quits or retires. You are comparing apples with oranges when you lump them together with positions terminated. Each case is different; retirement usually has compensation - are you blaming the Gov't for someone retiring and receiving their due? Where is the breakdown on your figures? What are individual stats for each case of termination, quit or retirement?

The recently fired DM of Health and Social Services received over $1,000,000.00 from the Alberta Government when she was fired from a senior position there after having been on the job for only about nine months.

You can get the salary ranges of all positions in the Yukon just like all the other governments do in Canada.
Second people who retie or quit don't get packages other than what is in the GAM.
NS and AB don't give the amount each DM or any employees is paid, that is conventional and Sandy you already know that so why I ask the questions.
Why did you look up the salary ranges of the DM's.
Just trying to make points with voters - you will just lose more public sector voters because they will be concerned you will give every one a salary out.

If we're asking First Nations to be more transparent with their funding and expenditures, does it not make sense to model this behaviour in our own Governments?

A Yukon sunshine list would go a long ways towards this - with an appropriate threshold, adjusted for our overall higher salaries and cost of living. Perhaps $150k/year would be a good starting point.

As for the severance paid out to the recent DM ejectees, one needs to only utilise Google to see what some of these SAME individuals have collected when fired from other jurisdictions to estimate what the Yukon taxpayer is on the hook for. These are not trivial numbers... Keep digging Mr. Silver.
