Under an unprecedented, exploding COVID-19 case load, the Yukon government has backtracked and suddenly reinstated a state of emergency to help handle the outbreak. It could last up to 90 days.

The new restrictions are slated to go into effect this Saturday, but Yukoners are being urged to take immediate steps to follow them.

“In the past three days, more than 80 cases of COVID-19 have been reported by the Yukon’s acting chief medical officer of health (Dr. Catherine Elliott), bringing the total number of active cases in the Yukon to 169,” stated a news release issued Monday evening.

“In response to this significant surge in COVID-19 cases in the territory and widespread community transmission in Whitehorse, the Government of Yukon is declaring a state of emergency under the Civil Emergency Measures Act (CEMA) effective immediately.

“Declaring a state of emergency will allow the Government of Yukon to quickly implement new temporary measures recommended by the acting chief medical officer of health to rapidly decrease transmission and ensure the territory’s health care capacity is not overwhelmed.”

The sources of more than half the latest cases are not known.

The new measures include:

• Mandatory masking in all indoor public settings and in outdoor public settings where physical distancing cannot be maintained.

• Limits on personal gatherings to 10 people from a maximum of two households if all eligible people are vaccinated; household members only if any eligible people are unvaccinated.

• Limits on organized gatherings, including conferences and weddings: indoor gatherings limited to 25 individuals with proof of vaccination required; outdoor gatherings limited to 50 individuals.

• Limits on seated ticketed events, including arts and sporting events: maximum 50 per cent of venue capacity with proof of vaccination required; seating limited to individual households with physical distancing between households.

• Limits on faith-based and cultural gatherings: maximum 50 per cent of venue capacity with proof of vaccination required; seating limited to individual households with physical distancing between households.

• Restrictions on restaurants, bars and nightclubs: proof of vaccination required for table service with a limit of six individuals per table; no counter service, no moving between tables and no dancing.

• Restrictions on gyms, fitness and yoga studios and classes: high intensity classes are suspended; proof of vaccination required for low intensity classes and organized sports.

• Restrictions on personal services: proof of vaccination required.

• Limits on other indoor public spaces: maximum 50 per cent of venue capacity.

• Individual workplaces may be required to temporarily close under Elliott’s direction.

“Yukoners are strongly encouraged to follow these new measures immediately and they will be enforced under CEMA starting on Nov. 13,” the government said.

The new measures will be in place until at least Dec. 3.

The government is moving rapidly to implement the proof of vaccination requirement for designated settings to align with Elliott’s new recommendations.

As of the coming Saturday, individuals will be required to provide proof that they have received two doses of an approved vaccine to access a designated setting.

The list of designated settings is being finalized and will be made public before Saturday.

Community Services Minister Richard Mostyn, who is responsible for co-ordinating the emergency state order, was not made available to the Star this morning. He planned to address the legislature this afternoon.

A COVID outbreak has been declared at École Whitehorse Elementary School, and exposure alerts have been issued for numerous schools around the territory over the past couple of weeks.

Despite more unvaccinated youngsters getting sick, Elliott is counselling that schools remain open with the following additional measures:

• Students wear masks when in classrooms and seated at their desks; and

• Activities between schools are suspended until further notice.

Masks are currently required in all indoor school settings outside the classroom, including common areas and hallways.

With the new recommendations, masks will now be required at all times inside schools.

Yukon communities are at significant risk from the current case activity, the government said. Elliott is recommending that travel among communities, and between communities and Whitehorse, be avoided until further notice.

“We are seeing a resurgence of COVID-19 in the territory and we need to take immediate action to protect the health and safety of Yukoners,” said Premier Sandy Silver.

“Declaring a state of emergency and introducing new temporary measures will help limit the spread of COVID-19 and reduce the strain on our health care system.

“All Yukoners have a role to play in keeping our communities safe,” the premier added.

“Following the safe six, masking up, and getting vaccinated are steps you can take to protect your friends, families and neighbours.”

“We are seeing dramatic increases in COVID-19 spread in Yukon and need to take strong measures to prevent further transmission,” added Elliott.

“We need to pull together now to prevent severe illness from COVID-19 and protect our health care system.”

She told CBC Yukon this morning that half of the recent rash of cases involve unvaccinated people.

Seven people have been hospitalized for the virus this month, an increase from October, and one patient has been medevaced to a provincial hospital, she said.

The vaccine clinic in Whitehorse is located at the Yukon Convention Centre on Fourth Avenue.

Vaccines are also available in all Yukon communities at local health centres.

Until further notice, health care staff are not accepting appointments for those 50 and older seeking a third booster dose of Moderna.

Amazing how cases can skyrocket now that we are 90% vaccinated. Where were all the Covid deaths and cases a year ago, before anyone got a needle? Amazing as well how this corresponds worldwide - the most vaxxed nations are leading the Covid pack, the least vaxxed are lagging behind. Please, Mr. Silver and Dr. Elliott, could you explain this phenomenon? Thank you.

@ Austin.. you can go to the liquor store and get booze or the weed store and get stoned, without a card... but you can't go to the gym or the arena. You can go to the hospital with lung cancer after smoking for 30 years and be treated but god forbid a healthy person who chose not to take covid shot goes to the hospital with covid.... you're evil ! oh ya and who says you wouldn't have ended up there anyway if you had taken the shot? Apparently the shot doesn't fix everyone.

Nice to know if you go to a restaurant you have to be double vaccinated but you can go to the food bank and not have to show proof of vaccination. Do you have to show proof of vaccination at the shelter? Because if not I know where I will go for a meal. I am paying for it anyways. Hahahaha.

Until further changes and notices I will follow the experts advice. Proof of Vaccine will be shown when asked for, I will wear a mask and will do social distancing. There are a lot of very vulnerable people in the Yukon that we should be protecting and thinking about. What does it take!!!!!!!

Silver's directives aren't based on science. Fact is, studies have shown that those with the covid vax can and do transmit the virus as much as anybody else. So, the idea of excluding the unvaxed to stop the virus is completely absurd.

This 'mandate' is so illogical, to the point of being illegal. Because its purported goals don't match reality.
The only thing that will stop or slow the virus is the old practice of 'stay home if you're sick'. That's all we need.

@Bubbles yes half were vaccinated but roughly 90% of the population is vaccinated. So that means if 10 out of 100 people had Covid then 5 of the 90 who were vaccinated had it and 5 of the 10 who were NOT vaccinated had it. Amazing how math works eh?

Its not hard to figure out what's happening..you got a herd of bulletproof vaccinated people who rushed out of dodge to travel to high covid areas, brought back the virus asymptomatic and super spread to all and now were paying the price. All because the vax crew think they are above the crowd and don't need to follow safety protocols - like basic stay at home for a few days and get tested!! That should be mandatory. Now everyone gets punished...good job Sandy.

Any business that asks me to show proof of vaccination will never see me again. Already shopping online for the most part, any bar or restaurant that asks will lose my business forever. Seeing as the virus is spread regardless of vax status, the mandate is just a political control tool. Business who defy will win long term.

Any change in the death rate? The hospitalisation rate?
So the infection rate rises - who cares.
If the hospitalisation rate is unchanged and the death rate is stable, it's irrelevant.
The Yukon government still has not disclosed what the ages and co-morbidities were of the eight deaths they say Covid caused.
Were they death BY Covid or death WITH Covid?
This is ridiculous.

Just tried to book a booster shot online and got a “no appointments available” message. So did YG ensure there was enough staff to offer these booster shots?? The Minister jumped the gun. I suggest you do not go there on a drop-in basis hoping for a booster shot.

Checking into the facts of information that this government has failed to put out is the vaccine was never stated by health official's anywhere that it would stop people from getting CV19 even if you had all three shots but reduces each individual's health risk by doing more dangerous things to your health.
It has always been known that the vaccine would not keep you from getting CV19. People in a higher risk group like myself helps protect me. Will the Premier and liberals let health care workers do their job and stay out of their way???

Of course one can still get and give COVID if you are vaccinated. One can also become pregnant if engaging in "safe" sex. But in both scenarios the risk is significantly reduced. Vaccines are about reducing risk, not stopping the virus 100%.

I got the vaccine and covid in the same week and all the CDC could tell me about was how it saved my life and I should get my second shot so next time I was a close contact I wouldn't have to isolate for as long, and I could move about freely.

A social carrot for a personal health choice.

What damage could a runaway illness possibly do which would rival the damage done by the measures taken so far to prevent it from happening?

So if I'm reading this right a single person with normal blood is from Saturday on, prevented from visiting anyone at all . Have the geniuses in charge considered the effect this will have on people who are not able to handle being alone? Some can handle being alone while others do not cope quite so well.

These measures constantly speak of families as if we are a family-based society and not a mashup of singles, co-habitants, dysfunctional families and an occasional sprinkle of relatively healthy families here and there.

Many of us are families of one in case this needs to be pointed out to the powers and these temporary measures....well, the rest of us are wondering: temporary like income tax ?

1-All scientific evidence points to masks being futile at stopping the virus.
2-The vaccines only reduce severity, they do not prevent transmission, making mandates useless and destructive to society.
Covid is here to stay, and as the good doctor Vinay Prasad explained, within a decade, everyone will have caught this. 99.9% of humanity are not candidates for severe covid. Stop the fear.

Well, when I am asked to show my vaccination passport, I will be asking to see whoever is asking me to show me theirs as well.
This whole thing is kind of interesting…. But I want to inform everyone “required” to check vaccine passports, you do not have to enforce it…. Just simply ask are you vaccinated… and do you have proof… if the answer is yes, let them in. No need to show papers and what not.

Mr. Silver you and your government have failed to provide credible evidence that you are following any valid science regarding C0vid. If you were actually following medical science then you would be answering the following questions for every "positive test case" you announce.

How many amplification cycles of this notoriously faulty test were used to register "positive"?
What is the age and vaccination status of this "positive case"?
What are their underlying medical conditions such as obesity, diabetes, heart ailments, etc.?
Are they symptomatic for C0vid?
Are they hospitalized for C0vid?

Until you start being accountable and transparent with the C0vid data, then there are many reasons not to believe you. Most of what you say comes across as mere LIBspeak propaganda from your masters in Ottawa.

Metaphorically we're wondering if the story is at the point where the little child says, "Daddy, why isn't the King wearing any clothes?"

It's unfortunate that Elliott is acting for Hanley: She is even more of a COVID Hawk than he was.
This is the same person whose first suggestion during the last outbreak was to wash our hands more. We have seen many studies now showing that hand washing has a small impact on COVID, which is not transmitted much by touch. It is airborne.

The Yukon Liberal Party is more than happy for this distraction from the child abuse in school fallout.

As of November 13, it will be illegal for an unvaccinated person to go on a date or see a friend. It will be illegal for a vaccinated person to see two friends if they don't live in the same household. It will be legal for YG to shut your business at whim. Absolute madness.

But the politicians and bureaucrats will enjoy their guaranteed paycheques and sense of power as they work from home.

So there is no test that can differentiate between covid19 and the flu. Italy just reduced its covid death count by 97.1% from 130468 to 3783, but they can't even be sure of the 3783 because of the test. They have destroyed their economy and public trust. Has the same happened in Canada? Yes, we use the same faulty tests. We count people dying with covid instead of dying of covid. Now we are told that we need to take a vaccine that causes blood clots, strokes and heart attacks, but does not stop the virus or the transmission of the virus. Does this make sense to you?

The Yukon has an 86% vaccination rate. Across the world, high vaccination rates are correlating with high numbers of cases. Studies are showing there is the same amount of transmission between vaccinated and unvaccinated. And the government still wants to blame and punish the unvaccinated? If they really cared about stopping the spread, wouldn't they require venues to show proof of a negative rapid test instead of proof of vaccination? I'm deeply saddened at the amount of prejudice and discrimination that's now rampant in the territory.

Remember when they said once we achieve 70% vaccination rate there will be ZERO restrictions.. then it was 80%. We have 90% now and restrictions again. At some point you're going to have to wake up to this nonsense, it's easy to win when you keep moving the goal posts... narrative has changed and it's the vaxxed who are getting "sick" even though, 99.93% will survive the sky is still falling and only the government can save us.. .LOL

It won't be long before these political tyrants order us to take the semi annual booster shots or be punished by not being able to go anywhere, shopping, public places, etc., without the passport indicating one has had their semi annual booster shots. I had my two vaccinations like a good sheeple, but no boosters. This is where I draw the line.

I'm sure all the medical people are doing their very best to return the world to normal once again and I would be happy to listen to them instead of all the political talking heads who are motivated by other values. Since the beginning of this pandemic the politicos have jumped the gun and provided incorrect or incomplete information regarding the fight against COVID in an attempt to demonstrate they are fully engaged to protect the public. Sometimes they get it wrong and cause greater distrust among the people they are speaking to.
Politicians speak mistruths sometimes by accident and other times towards a purpose. In a time when the public is seeking tangible information they can trust and depend on, there is a lot of back-peddling and corrective statements being made.
Many of these statements are the result of trying to appease public angst, like around a year ago when the experimental vaccine was heralded as the panacea for all our virus woes. Turns out that is not the case as we are learning, which leads to amplified public angst about what the elected types are saying. HOW MANY OF THESE CASES ARE KIDS UNDER THE AGE OF 12????

How may doctors are off work because they have covid? How many beds in WGH are currently occupied with covid patients? How many of those hospitalized are kids under 12? How short are we on medical professionals to handle the increased load on the healthcare system? How long do 'non urgent' ER visitors have to wait to be seen because all available doctors are needed to treat critically ill covid patients? How much does it cost the taxpayer to treat a patient with covid?

Time to start sharing THAT information YG. Then maybe all those people telling others to 'wake up' will then 'wake up' themselves.

Again, with the vaccines. You can still get and give COVID even if you are vaccinated. How about you mandate the following, vaccines and masks all around. You travel down south, you have to isolate when you comeback or produce a negative COVID test. You know you could be proactive and come up with novel solutions which would help us especially around Christmas and the increasing inflation in our economy.
