The move seems to have caught the opposition parties somewhat by surprise – especially after a session of bickering over the COVID-19 situation during question period in the legislature on Monday.
NDP Leader Kate White told the Star this morning she is supportive of the measures, although she added the government likely could have acted sooner.
“We’re facing the highest COVID-19 rates ever, both here in the Yukon and in Canada,” she said. “It’s a needed measure.”
“Was announcing it on a Monday evening over the Internet the best idea? Perhaps not.”
White noted she has been increasingly critical of the competence of communications from the government, this being yet another example.
“Communications have been very hard,” White told reporters on Monday.
The evening announcement of the reimposed state of emergency came only hours after NDP MLA Emily Tredger had peppered the government with questions about the explosion of COVID-19 cases and the powers of the public health authorities to deal with it.
“So, COVID cases are spreading across the Yukon,” Tredger said. “It has gotten so bad that the chief medical officer of health has — and I quote: ‘… confirmed there is now widespread community transmission.’ Every day, we have new public exposure notices on planes, in shops, at restaurants and bars, and, as my colleague just pointed out, in so many Yukon schools.”
“The Yukon fourth wave is still in full swing, and yet we are the only jurisdiction in Canada without a mask mandate,” Tredger told the house.
“Masks are one of the easiest defences against COVID-19. They protect everyone. From the vaccine-hesitant to children under 12, masks work. How many more cases will it take for this government to bring back the mask mandate?”
Premier Sandy Silver leapt to his feet to answer that question.
“We will continue to do what we have done since the beginning, which is to take the recommendations from the public health officials,” the premier said.
“We heard from the acting chief medical officer of health (Dr. Catherine Elliott) last week on the full round of different measures that are being recommended from the chief medical officer.
“At that time, she was confident in her recommendations. I hope that the Yukon NDP are also confident with the chief medical officer of health’s recommendations,” Silver added.
“Now, we do know that there has been more clusters and more cases. We do know from Forging Ahead — that documentation talked about how we need to be stood up quickly and we need to focus in on particular communities if we need to, but we also need to act based on science.
“I’ll be meeting with the chief medical officer of health this (Monday) afternoon and I will absolutely bring up the questions from the members opposite at that time.
“But again, we have a chief medical office that has been keeping up with NACI recommendations and also following other jurisdictions’ epidemiology and different testing methodologies in all other jurisdictions,” Silver said.
“We are very confident in the office’s approach when it comes to testing.”
Tredger refused to be budged from her line of questioning.
“Well, we are all talking about the chief medical officer of health, but since August, power has actually been stripped from the CMOH,” she said. Without the Civil Emergency Measures Act, orders on COVID-19 come from the government, not from public health experts,” Tredger said.
“Sometimes the CMOH can strongly recommend, like when it comes to mask wearing; other times, she can mandate, like self-isolation, but that is because the chief medical officer of health does not have broad ordering powers under the Public Health and Safety Act, only limited ones.
“Will this Liberal government give the chief medical officer of health the power to mandate broad public health orders needed to manage COVID-19?” Tredger asked.
Silver fired back.
“I’ll have to disagree with the member opposite,” he said. The chief medical officer of health has those abilities now with the Public Health and Safety Act. So, that is absolutely not the case.
“Again, with the Civil Emergency Measures Act, when necessary, the government would be in a position to invoke that act immediately. Again, the premise of the question is not necessarily the case.
“I don’t know why the members opposite think that the chief medical officer has been stripped of any powers,” added the premier.
“What we need right now is all political parties to 100-per-cent back the medical advice that we are getting from this office.”
Tredger recalled that “last week in the house, we heard that the chief medical officer of health did not have the power to institute a broad mask mandate; today we are told that she does.
“I would hope that the government is a little clearer internally than they are at communicating externally,” she said.
“Frankly, because the chief medical officer of health’s recommendations are not made public, we only have access to what the government is saying. We are left with second-hand information,” Tredger noted.
“Right now, Yukoners are facing the worst rates of COVID-19 transmission to date, yet the CMOH has less power than ever since the start of this pandemic. On top of this, all of the advice from the CMOH goes through the government first.
“Public health advice should be just that — public. We need to hear directly from the experts. Yukoners need orders directly from the chief medical officer of health.
“Will this government make all recommendations from the chief medical officer of health public?” Tredger asked.
“We will continue to take in all of the recommendations with the rationale from the chief medical officer of health as the Yukon Party and the NDP pick and choose which ones they will support,” Silver said.
“But we will continue with that method, and we will keep people updated as we have with these press conferences.”
Afterward, White wasn’t happy with that response.
“What I will see say is that is almost every other jurisdiction in Canada, the recommendations of the medical officers of health are made public,” she said.
“It’s not done by a press conference held on a Friday. We don’t know what else has been talked about because we get it through the filter of government.
“Let’s just make all of those recommendations public.”
White said at that time that she “wasn’t sure if the Yukon should go back under a state of emergency.
“It’s a great question,” she said. “If the Yukon government continues to say it follows the science, we’re the only jurisdiction in Canada that doesn’t have mandatory masking. So what science do they have the rest of Canada doesn’t?” White asked.
Tim Kucharuk, the press secretary for the Yukon Party, said this morning, “We are disappointed to see the dramatic rise in case numbers in Yukon, and particularly concerned about the rising case numbers among students in Yukon schools.
“While we continue to seek more information from the government about the data that has informed this decision, and more transparency on the recommendations from the CMOH, we appreciate the current situation requires the government to act and to bring in new measures,” Kucharuk added.
“As always, we encourage Yukoners to follow the guidelines and rules put in place, and we encourage all Yukoners who are eligible to get vaccinated.”

@Mary Laker, Of course the Yukon Party engaged with this in the House. The article is quoting from Hansard. Just because the reporter didn't cover the questions from the Yukon Party doesn't mean they passed on it. They seem to do it this way, dedicating an article to one opposition party at a time, with their main resource Hansard. Which is also available to you. Then of course, he interviewed the NDP.
It's revealing of what catches their eye, I guess. I suppose it's normal for media to filter the news and decide for us what they think is important, but we should be aware of it.

You are correct, I am a bear when it comes to my children. I once tried to run over a man who slapped my daughter around. Most Mother's are bears. And, I think you are right too for the most part. My major objections come from the use of force to make people do what someone else wants them to do. Personally..I think children should be exposed to germs. I want them to have a good strong immunity system, not dead at 50 from measles or mumps.
Use vaccines for the killers.. small pox, (not chicken pox) polio. But, I don't have to make that decision. My children did, and my grands are all vaccinated for everything but a Martian invasion. I respect everyones decision whether it agrees with mine or not. I appreciate everyone who takes the time to post. It's important to me to see what other people are thinking and doing. I have been known to change horses midstream because someone posted such a great rebuttal that I could not reasonable defend my opinion.

I am over 70. I received my second jab 9 months ago. I have been unable to book a booster appointment after 2 weeks of trying. After the unvaccinated kids, I am part of a demographic under particular threat. Why isn't YG getting ahead of the curve instead of constantly reacting? Make more appointments available if you're going to offer them at all!

@marylaker, so you think by the Yukon Party not weighing into this questioning that they don’t care. Yet when they do, people are up in arms that they are just trying to score political points. Each opposition gets their chance to question the government and would the Yukon Party jumping aboard make the Liberals answer anymore? We already saw both parties vote no confidence in McPhee to no avail. Maybe also thank Kate and Emily for propping up this Liberal government. Not the NDPs finest choice.

They really need to clarify the message around vaccines. I haven't heard the phrase "pandemic of the unvaccinated" or whatever they were calling it for awhile. That could be because they clued in that it was unnecessarily provocative, or maybe they just don't know anymore.
Yesterday on the CBC, the acting chief (finally) revealed how many were hospitalized (7) and when Ellen asked how many were vaccinated, she unfortunately garbled the answer, saying something like 50 percent, I think. Apparently she meant to say it was 50-50 positive cases, if I heard right.
In the Northwest Territories, the message I am getting is that they shut down Tuktoyuktuk due to cases, and they are not distinguishing between vaccinated/unvaccinated.
I don't believe the vaccine isn't working. But I can't blame anyone leaning another way for extracting something different from the messaging.

Yes it is very rare that the NDP ever wins a debate. Usually they just cry in order to score some political points. I'm not even joking. Ask anyone who has attended some events with Kate White or Emily Tredger, or better yet, listen to them in the legislature. Kate recently cried at the youth climate summit and then like a week later she turned on the waterworks again in the legislature. To be clear, there is nothing wrong with getting emotional, but it gets old when you do it continuously. I suggest people look up the term Crocodile Tears.

Juniper!!!! Really!!!!. You would not have said these things when your daughter was in school. In fact, you were very protective of your daughter when she was the age where she could have been effected. Almost every school has been hit hard with CoVid. Most students have had to isolate. Teachers are very concerned for the safety of the children under their care. Please consider... If the people who are being vaccinated are wrong, what harm does it do? If the anti maskers are wrong,.. Who does it affect? Our most vulnerable could be harmed forever. Of course, some people think, the right to party and enjoy themselves and be comfortable is much more important than every other child and human being on the planet

Masking has marginal benefit, if any. A recent study found that cloth masks have no benefit. Yet we have political leaders demanding mandatory masking because "the Science".
It's becoming increasingly clear that the vaccine(s) is not the key, as the so-called "fourth wave" is surging among the vaccinated. Blaming the unvaccinated is no longer a viable tactic as the push for boosters clearly show that the current crop of vaccines are not preventing infection or transmission.
But yet, we have politicians ("on the recommendation of the CMoH") invoking vaccine mandates - when about 90% of the eligible population has already been jabbed. Again, because "the Science".
And here we are - back to an "Emergency" where we are again told we must "do the right thing" to prevent our medical system from being overwhelmed and to "keep each other safe". Because "the Science".
A full year and eight months into the Yukon's version of the pandemic, I eagerly wait for "Real Science" to show up. Meanwhile, we can keep taking our marching orders from the CMoH (who takes her marching orders from the NACI). All of it cloaked in politics, media manipulation and "the Science".

Mr. Silver, you and your government have failed to provide credible evidence that you are following any valid science regarding C0vid. If you were actually following medical science then you would be answering the following questions for every "positive test case" you announce.
How many amplification cycles of this notoriously faulty test were used to register "positive"?
What is the age and vaccination status of this "positive case"?
What are their underlying medical conditions such as obesity, diabetes, heart ailments, etc.?
Are they symptomatic for C0vid?
Are they hospitalized for C0vid?
Until you start being accountable and transparent with the C0vid data, then there are many reasons not to believe you. Most of what you say comes across as mere LIBspeak propaganda from your masters in Ottawa.
Metaphorically we're wondering if the story is at the point where the little child says, "Daddy, why isn't the King wearing any clothes?"

I think Sandy Silver and his liberal party are quite honestly the most incompetent government to date in the Yukon and everyone who voted liberal reap what you sow. Anyone who believed that a vaccine that would stop a man made virus meant to Invade and mutate was going to save them is in my opinion selfish. I don't hear the unvaccinated anymore is that because the unvaccinated aren't the problem and the vaccinated are as contagious and more deadly?
My 12 year old niece plays hockey, baseball, canoeing in Thunder Bay Ontario is now dead because of this miracle vaccine. And this government opened our borders for greed to appease the people who crave money more than life. Well here we go, hold on tight this is going to be a long ride and maybe some will pass from this disease but 99% of you will feel horrible but you will live. Those are the facts start to finish.

The Yukon has reached herd immunity according to what Hanley said would be. Also, many if not most people have been wearing masks daily. And the virus is spreading faster than ever before. With so many cases, it's telling me neither the vaccine nor the masks are helping that much. But still no more deaths but the two. Let's just all get it and depend on our natural immunity systems to keep us healthy.

No surprises here. The government was going to do that even if we hadn't had an outbreak. The Liberals are just a big ol' sugar daddy!! There were just too many people that want me to be responsible for their fear.
Since we don't get any useful information and because schools are mentioned, I'm guessing that ALL of the out breaks are in the schools, kids who are not at risk anyway. But, since an awful lot of kids are asymptomatic (healthy) they could conceivably give it to granny and paw paw. So, now I have to mask too. That's ok. I took some of the down time to make some masks. I have a beauty in black lace, can't really see my age, and it makes my eyes look very deep and mysterious.

I am not hesitant anymore as my choice has been ripped away from me. Tell me again how great this vaccine works when we have more cases than last year. I was just told I am to be vaccinated or be fired and now we are back to the same as December 2020. This government overreach into our lives has to stop but no one cares until it affects them personally. Everyone will continue to absorb the fear mongering and comply.

I have to say, Emily and to a lesser degree Kate, won this debate. Silver dodged and slithered rather than answering direct questions or acknowledging that he was ever wrong.
Emily and Kate did a good job of keeping the Liberal Party accountable, by being prepared with their line of questioning and reasoning. The Yukon Party was apparently not involved in the debate.
Good reporting by Tim Gillick, too. He got to the heart of the matter and printed the salient details. Well worth reading this article twice! It shows how Sandy Silver does not answer questions, and gets aggressive rather than admitting to mistakes.

My thoughts and prayers go out to everyone affected by Covid.
There should be no one surprised by the situation the Yukon is in, it was 100 percent predictable. If you are one that follows the science you may have noticed we are following slightly behind Israel which has followed the same pattern as the other 13 most vaccinated countries.
Is the current situation the longest played out "I told you so" in history, or is it an opportunity to stop the division of the people that live here? We are all in this together, let's stop looking for scapegoats, let's stop acting righteous and virtuous. Let's look at the reality of the situation and how to get through it. The magic beans were a spectacular failure, let's start treating the other human being like humans.

Wow.
Perhaps, if the governing party did a better job of controlling the narrative, the issues would have better mitigated. However, last week the Doctor in charge stated we need to understand that COVID was here to stay and we need to learn to live with it. We have over 85% vaccinated. To end the EM last time, we needed to have a certain percentage and we would be free.. so what is the free now? Or is the governing party not enjoying the light shed on the issues they have mishandled so badly.
