Accused EA worked at several schools

Education Minister Jeanie McLean has briefed Yukon parents on the employment history of a former educational assistant who was jailed for a sex offence and who now faces additional charges.

Education Minister Jeanie McLean has briefed Yukon parents on the employment history of a former educational assistant who was jailed for a sex offence and who now faces additional charges.

She did so in a recent letter obtained by the Star. It follows a closed-door meeting with the Hidden Valley school council and families last Wednesday evening.

That was followed by an abject apology from Department of Education officials and the RCMP last Thursday during a news conference which McLean did not attend.

“In November 2019, we discovered that one of our employees at the time, William Auclair-Bellemare, had abused his trusted position as an educational assistant and committed acts of criminal abuse against a child,” McLean wrote in her letter to parents.

“He was immediately removed from the school and has not worked with Yukon students since that time.

“While we were able to quickly remove this employee from our schools in 2019 to ensure no further harm occurred, we have struggled with the tension between our obligations to protect student privacy and well-being, on the one hand, and to disclose information to families and the public about the safety of our schools on the other.

“The Department of Education was attempting to uphold its responsibility to act in a way that did not jeopardize the privacy and well-being of students and their families, or disobey privacy legislation or the court-ordered publication ban related to this matter,” McLean added.

“We acknowledge that we could have managed our response better and in a way that properly supported students and faamilies.

“We apologize that many families became aware of this situation through media reports rather than communications from the Department of Education,” she wrote.

“The RCMP have now conducted subsequent investigations, which have resulted in additional recent charges against this former employee for events that occurred between 2014 and 2018,” the minister added.

“We regret that we did not inform other families in a targeted and discreet way that also upheld privacy legislation and the associated publication ban.

“We acknowledge this has caused confusion, anger, and fear and a breakdown in trust between families, Hidden Valley Elementary School and the Department of Education. For this, we are deeply sorry.”

On Sept. 10, it was announced that the previous day, the Yukon RCMP Specialized Response Unit had arrested Auclair-Bellemare, 34.

He has been charged with offences related to alleged incidents involving two children occurring between Jan. 1, 2014 and Dec. 31, 2018.

Auclair-Bellemare, who is free on bail, has been charged with sexual exploitation, sexual assault, sexual interference and the invitation to sexual touching. The court has imposed a publication ban on further details of the situation.

McLean wrote in her letter that she is providing more information and updates to parents and families.

“Families have asked us about William Auclair-Bellemare’s employment history prior to working at Hidden Valley Elementary. We are aware that he:

• worked at various schools in the territory as a teacher on call and French monitor from 2008 to 2012;

• worked as a temporary educational assistant at École Émilie-Tremblay during the 2012-13 school year; and

• volunteered with the All City Band.

“Mr. Auclair-Bellemare has never been back to Hidden Valley Elementary School or worked in any school setting since the allegations were made in November 2019,” McLean stated.

“If your child discloses concerning information about harm that has come from a school staff member, or you have reason to believe any school staff member has caused harm, I urge you to contact either of the following, who are well-positioned to investigate the matter:

• the RCMP’s Specialized Response Unit at 867-667-5555;

• the Family and Children’s Services Unit at 867-667-3002

“Supports are available for students and families.”

McLean also wrote about the review of the criminal investigation and response that was announced last Thursday by the RCMP and government.

“The Department of Education and Yukon RCMP are committed to learning from how our response to this situation could have been handled better to ensure families are appropriately supported and in a way that restores confidence in Yukon schools.

“The Yukon Royal Canadian Mounted Police has apologized to families for major errors in respect to how the matters were investigated, including not fully investigating other potential victims. The Yukon RCMP have initiated a complete review of its investigation by the BC RCMP - E Division Major Crimes Unit.

“The Department of Education will also conduct a public review of its policies and protocols to ensure it is fulfilling its obligation to keep Yukon students safe. We will work with parents and guardians to do this work as well as the RCMP, partner agencies and organizations.

“A major focus will be how we can be more effective in any future response, including greater clarity in the ways that we can communicate in a targeted and discreet way to other families that also upholds privacy legislation and any court-ordered publication bans.”

McLean promised to share more information about the review and how parents can participate.

Josey Wales nails it.... Jeez, I am so glad my kids are adults now. I am a warrior-mother. I have 4 girls, though our sons are not safe anymore either. Was this man not properly vetted for the job? Offences from 2014 to 2018.. So someone knew Bellemare was a potential pedophile, yet, there he was in 2019 at Hidden Valley. As such, they should never, ever, be set free. One reason would be of course, to keep our children safe. But another reason would be, Dad's tend to get pretty excited about pedophiles harming their kids, behind bars would likely keep Bellemare safe too. I don't know why our laws protect pedo's, but they do. Get Bellemare behind bars, lose the key. Get those families into counselling, and teachers into training so they can spot someone with dubious behavior. For a pedo, working in a school is a gift from Lucifer. Bellemare would never stop with a daily smorg in front of him.

Forgot to mention.... McLean not showing up is THE most disrespectful slap in the face. Why aren't parents treated with the same respect as FNs in this territory? Such pandering....
Dept of Ed... GET A PROTOCOL IN PLACE FOR THE NEXT SEXUAL PREDATOR TO GET A JOB IN A SCHOOL. That protocol should address in-house investigations, reports to the RCMP, communications to parents and the public and should (with complete transparency) disregard any privacy rights for the predator. Suck it up for the children and let the predator sue you for breaching his/her privacy. You have all kinds of money to fight every lawsuit that comes your way, why would you be so worried about breaching someone's privacy rights in a situation where the children are at obvious risk?
Oh, wait.... McPhee is also Justice Minister. How the f*** could you let this happen, McPhee? You need to step down NOW!

I said it before the election and I'll say it again. McPhee has got to go! No leadership, no accountability, just in it for the power grab. Such a lack of ethics, it makes my head spin. Those of you who voted her back in again should give your heads a shake until they fall off so the rest of us can be sure you can't vote for her again! Playing with children's lives like that is just as disgusting and hurtful as the original crime by the sexual predator!

Supervision within Probations here is a joke. Worse than Ontario. The politicians here gladly interfere in the administration of Justice and it can be proven - This too is illegal and unethical. They know it but they do it anyway because there is no way to challenge them. They are not trained in Risk Assessment nor basic psychology and many of them are left on the “wander program” without any real investigative inquiry.

Kyle McLauchlan was convicted of child luring in 2013. He was sentenced to 18 months in jail, three years of probation, and 20 years on the sex offender registry. But just two years later, he committed the same offence.
According to sources, not once did a probation or police officer check in on him in the community, to make sure he was following the rules of his release.

I remember this case. They made a great big huge deal out of his MH and insinuated this publicly for the whole territory to see. This guy’s picture was plastered in government offices throughout the territory in places like Watson Lake.

To top it all off many government offices kept his picture publicly posted long after the Court dismissed the allegations against him. This is an example of the PPSC and YG working together to arrest him and detain him under the Mental Health Act even though there was no MH condition. The doctors released him and he was subsequently arrested again and locked in the psych-ward - Seriously effed up stuff.

The Judge had him detained. The current Deputy Minister was involved in this matter as both former Chief Crown and the Deputy Minister - The DM should have been censured if not sanctioned for this fiasco.

McPhee avoided directly answering EVERY single direct question EVER asked of her during the height of the pandemic. That she was silent on this significant issue and is now nowhere to be found, thereby effectively leaving McLean to be thrown under the bus, comes as zero surprise. Hey citizens, remember this next time we go to the polls….

This likely started in 2008. So kids that were in grade one have now graduated. How much notification has not been done with all the families that could have been affected. Shameful to hide behind saying this cannot be discussed publicly an investigation is underway. Isn't that convenient.

The Department of Ed is a complete gong show. Not only did they screw this up but they've simultaneously presided over the emergence of a crisis in terms of staffing in Yukon schools. Schools are desperately short of teachers, EAs, and administrators. The Government needs to take a broom to the upper eschelons of this department like now.

So...going with the absolute facade of public safety equity minister...
Are you going to PUBLISH some contract tracing for those YEARS?
Are you going to aggressively revisit every every EA retro like with bio data, Interpol searches all public like?
Are you going to immediately terminate that EA program...till the danger is statistically and scientifically proven effin GONE as it relates to our most vulnerable?
If not, why the hell not...worked well for your CLP and YLP gaslighting...I mean COVID19 plandemic?
Maybe we need a Supreme Court decision on the term PUBLIC SAFETY as it sure seems very, very silly putty like in its firmness in the political view of LPC & YLP, team SS better stated.
Maybe we should set up roadblocks and screen for monsters, convicted and just like the germ game...suspected predator monsters looking for wee subjects to destroy.
Why not, set the bar for the last two years with great public safety theatre?
Do we need monsters in our territory? Obviously not, so how about it team public safety?
Oh yeah...private companies can demand to know your predating children status. If you cannot prove you are not a monster, stay home!
We need to socially distance our children from monsters, provide them with a good defense against that life altering potential threat.

Of course a wee child being so vulnerable would need a epic force multiplier?
Help them out by not voting for idiots that normalize pedo’s and manipulative programs on political sexuality via virtue political campaigns.

After the election the Minister(s) and departments start to share information, co operate fully and apologize. Hmmmmm, something smells very rotten here. There is no doubt that the Minister (McPhee) of the day should be fired and the DM too. That would be accountability and responsibility taking.
This is another example of how this government thinks of self preservation first, transparency and public service second if not last. Saying your sorry and we messed up is nice but not good enough. Frost got voted out McPhee should be fired and the DM too but we know that will never happen.
The corruption and cover up continues…….

Very sad making situation here and am sorry to hear this for our children.
Yes, nobody in any government positions are accountable for anything they do. Hearing lots regarding care of our elders too. That really needs to be addressed. Seems shuffle it under the carpet, they are old, who cares? Would never have an elder parent requiring homecare or facility care in Yukon. Peoples eyes need to be opened here too.

This after the Department of Justice and PSAC did a public notification for the Magic Cool Bus guy. This was illegal and it should have been a case taken up by the YHRC. Department heads should have rolled on this one.

This effing territory is a disgusting hot mess of dumpster fire politics and garbage politicians!

To top it all off “they” had no evidence for any of their claims and the Crown’s office withheld disclosure as attempted leverage to a plea deal - On nothing! They had nothing and the system attempted to railroad the Magic Cool bus guy because they did not like his behaviour or his agenda.

They even plastered this guys picture in public spaces… But hey, there were privacy concerns for this sexual predator - FFS! SMH!

Cover up for sure- was McLean the Minister of Ed. at the time? I don't think so, Where is Tracey? She was both Minister of Ed. and Justice during the period in question.
Tracey should be held accountable. (Along with her DM’s)

Oh wait - I bet they have all been shuffled off to different portfolios.
