Yukon Energy has applied to the Yukon Utilities Board

Yukon Energy has applied to the Yukon Utilities Board for an increase in electrical rates that would see monthly bills rise by an additional $15.12 over two years.

The boost is in addition to the 7.5 per cent increase ATCO Electric Yukon applied for last year.

The utilities board is in the final stages of ruling on ATCO’s application which went to a public hearing last fall.

Last summer, it did approve an interim rate increase of 4.4 per cent to be added to the bill on July 1, 2016.

Yukon Energy has applied for an increase of 9.08 per cent over two years, of which 7.38 per cent is to be applied to 2017 and 1.58 per cent in 2018.

The Crown corporation is asking the board to approve an interim increase of 9.04 per cent, which amounts to $12.29 per month, to be applied to the monthly bill beginning Sept. 1.

The board normally approves interim rate increases to avoid Yukon Energy or ATCO having to go back to collect the full amount once it has a final ruling.

Yukon Energy CEO Ed Mollard explained late this morning that if the board approves its rate request and approves ATCO’s rate request, the monthly bill next April for the average home using 1,000 kilowatt hours would be $165.04. That’s before the GST and the government’s maximum monthly subsidy of $26.62 are factored in.

In April 2016, for comparison, the monthly bill for the average home before the GST and the subsidy was $149.15.

The Crown corporation points out in information released Thursday, it has not had a rate increase since 2013. It contends rising costs and inflation make it now necessary to file for a boost.

“Over the last four years, Yukon Energy has worked hard to avoid the need for any rate changes,” Yukon Energy President Andrew Hall said in a press release yesterday.

“However, we are facing increased costs to modernize our aging infrastructure and to ensure reliable energy during winter peaks. We are also seeing inflation in some of our operating expenses.

“Delaying an increase would just compound the problem and mean even higher rate hikes down the road.”

Information provided by Yukon Energy indicates the cost of electricity in the Yukon for the average household use of 1,000 kilowatts hours a month rose from $139.57 in 2012 to $149.45 in 2016, before the government’s monthly subsidy.

The additional $10 a month over the four years amounted to a seven per increase, according to Yukon Energy’s information package.

By comparison, the cost of electricity in Yellowknife rose by 24 per cent over the same period, for a monthly bill of $315.18 as of April 2016.

In addition to the rate increase, Yukon Energy has asked the board to approve its updated 20-year capital resource plan in which it identifies how it expects to meet increasing demand in low, medium and high growth scenarios.

Included in the resource plan is a proposal to install a third natural gas generator at the new LNG plant in 2019, install a battery storage system in 2020 and increase water storage capacity in the Southern Lakes in 2020.

The rate application also asks the board to allow Yukon Energy to add the cost of the new LNG plant to the rate base.

The plant cost $41.9 million, though the Yukon government contributed $18.3 million through the publicly owned Yukon Development Corp., leaving $23.6 million to be added to the rate base.

In its application, the publicly owned utility is proposing the utilities board hold public hearings into the application in early December.

There would be no need for such a large increase if YE could keep September water levels in the Southern Lakes into the winter season so they could burn far less fossil fuels. Unfortunately there are influential NIMBYs who built too close to the water, and they have prevented this common sense measure from being implemented for years. Ain't that right Dougie? Blame them for the rate increase.

How do you guys think this is a Liberal plot. We've had steady rate increases all along with the YP and several projects which made little economic sense. Yes, that LNG plant was definitely a Liberal idea. Your prejudices are clouding your memories.

Yes June indeed! That ride you elude too, we have been on it a spell now.
In Canada's race to the bottom many forgot to speak up, those that do as we...names hurled our way.
The majority of folks are sheep, they seem to enjoy the fleecing and live carefree fat and happy until a wolf shows. As a result of having an unused brain via public schools, drinking the kool aid and being said fleeced sheep, the skills needed to make good decisions seem to be greatly impaired.
These days up is down, hip to be gay, the minority's rule and we have the biggest idiot EVER at the helm of our once great country.
There has been a globalist agenda brewing for decades now, a class warfare is very much by design....
Hence my loathing identity politics classifying Canada's citizens.

Why does @Nile is think "we can't burn wood to warm our homes." ? A lot of us use wood heat in the Yukon.
However he is right about the Lieberals making life here less and less affordable, and they haven't even imposed the CarbonTax suppository yet. BOHICA

There are 3 demographics...the first.. big business employee's, i.e. YTG, Northwestel, ect. whose unions will negotiate wage increases to cover these expanding costs to their employees, they will in turn rate hike their services.. the last is the welfare/gov supported lot. Someone else is paying their bill and they will see no penalties to their life style.

Then there is that middle class.. living in apartments, trailer courts, couch surfing, seniors etc. Those $13 an hour folks at Walmarts, CanTire, Home Hardware, Superstore, hotels, boutiques.. Those are the folks going to feel the huge increases in the cost of living. The trailer parks all raised their rents $25 a month..(could they be charged with collusion? under the law?) thats 325.00 a year for rent, another $240 for power, the price of food is off the wall now...a lot of medicines were either dropped from the formulary or not added leaving many seniors with the cost of their medications.. Mine went from 0 to $240 a month... no one is giving me an extra $800 a year...This middle demographic has some hard choices to make.. do you want a roof? Do you want food? Do you want medications? Do you want heat or lights? I am a well educated 78 year old and was able to find work...but one year I will not be able to work, I worry about what's going to happen to me then? Stuck in a hole at Whistle Bend? I could stay in my rented accommodation, but I'd need home care and that's expensive too... I am not alone with this. On the National stage, it's like we have a kindergartner directing the country's business... hey let's tax puppies and babies.. do you like my socks? Readers of the Huffington Post, Toronto Sun, The Herald and other major news venues will know exactly what I am talking about. Trudeau fails to lead and so does Sandy Silver. In addition to these rate hikes, carbon taxes will be added to everything. I think the Yukon, and Canada in general is in for a rough ride.

Well we can't burn wood to warm our homes. The Liberals are putting a sin (carbon) tax on oil and propane now electricity is going to go way up. Thanks to the Liberals living here is become less and less affordable every day.

Well, thats always what happens when the people vote in a Liberal government. They either increase taxes themselves or support higher prices on the public. But people still will never learn. Liberals profess to be "progressive". Now, we know what that means - progressively higher taxes and prices.
