Council remuneration bylaw changed

Councillors Dan Boyd and Samson Hartland have continued to take a stand against changing the city’s council remuneration bylaw which sets out how much council members will be paid.

On Monday evening, they were the only two members of council to vote against third reading on the changes.

“I believe these changes are significant,” Boyd said.

City staff brought forward the changes in an effort to provide more clarity on exactly what councillors can claim per diems on.

Boyd and Hartland go further than that, beyond what the current council should be voting on for itself.

Traditionally, the current council only votes on changing the remuneration bylaw as it nears the end of its term to come into effect when the following council is sworn into office so that it’s not voting on its own compensation.

The bylaw sets out the mayor’s full-time salary of $87,942 and benefits, as well as the annual pay for councillors, currently set at $20,496 along with additional per diems for certain events.

Councillors are eligible for per diems of $100 for certain events between one and four hours long and $100 for events of more than four hours.

The changes that have been adopted now make it clear that council members will not be paid the per diem for attending additional sessions that are shorter than an hour, noon-hour meetings of council and senior management officials, regular or special council meetings during the noon hour or normal working day, or regularly scheduled committee meetings where they are representing council.

The bylaw goes on to clarify that per diems will be paid when councillors represent the city at a pre-approved event, attend scheduled evening or weekend sessions outside of the weekly council meetings such as strategic planning workshops, for travel that has been pre-approved, or when they are required to act as mayor in the mayor’s absence.

Boyd argued things like strategic planning sessions should be part of a councillor’s regular duties and not see additional pay.

Hartland said changes should not be made until council is nearing the end of its term for the next council. Council members, he said, should not be voting on their own pay.

“We need to do things the right way,” he said.

Other council members acknowledged Hartland’s and Boyd’s points but also argued clarity is needed in the document.

“It is unusual to make changes at this time, but in the interest of clarity (it needs to be done),” Coun. Rob Fendrick said.

In the past, he added, some council members have submitted claims for certain events while others haven’t because the bylaw wasn’t clear on what could be claimed.

Coun. Jocelyn Curteanu agreed, pointing out that the actual pay is not being changed, but rather greater clarity is being provided.

Meanwhile, Mayor Dan Curtis (who is paid for full-time work and not eligible for the additional pay) continued his defence of the changes.

He noted that councillors at times end up having to miss work and lose pay from their regular full-time jobs in their councillor roles. They should be compensated for going over and above their regular councillor duties, Curtis said.

He suggested that council members who disagree with the changes could choose not to submit claims for the additional payments or could donate them to a charity.

@ North of 60. 183 seats. How could so many people be not as smart as you? But as far as independent, self reliance I guess your okay with $1.20/liter gas that should be .70 cent/liter gas in relation to the price per barrel of oil. Give me a monopolistic consortium that pretends to compete and I'll show you some free enterprise profit.

PSG is correct. Unfortunately most voters in Whitehorse are lieberals, and they love being governed by people they perceive to "know what's best for them".

The self-reliant, independent-minded spirit that built the Yukon began to disappear when the last train left town, and Whitehorse gradually became just another government town living off the generosity of the taxpayers of Canada.

Councillors Curteanu and Woodcock were in the parade with Mayor Curtis - I guess they will be paid $100 for their appearance.

This is what happens when voters allow those they elect to set their own rates of pay. Maybe I'll talk to my boss and ask him if I can set my own pay. .. and then I'll look for the unemployment office.

If we could fire our elected representatives when they fail to represent us, we would have a whole different picture coming out of city council. Nothing like a position recall or a an impeachment to smarten people up. But, no council every considers that for fear they will be 'canned'. But, people who conduct themselves honestly with integrity would never have to fear that.

Really???? If you can't do the job, get out. People knew, or should have known, the expectations before they opted out to compete for the position.
I am told that when council has noon hour meetings lunch is catered in. No one brown bags it.

Hey PSG....yup indeed you nailed it.
What frustrates me is why it seems so difficult for folks to see this and understand it...clearly.
As you can well imagine, kinda hard to "govern" me and my POV.
Hence the nobles cringing upon my arrival to their castle to voice my dissent & loathing the arrogance.
I do not always agree with your POv PSG, but today I most certainly do.

The problem is that you folks in Whitehorse are being governed, not represented. That's not democracy at all. You all need to fix that. Recall legislation maybe? Anyways shame on the mayor, most councillors and senior city management for being such obvious grifters with everybody's tax dollars.

I'm glad we only have 2 rate breaks here because if there was 3 we would have some other length of time for $100. These people want a raise for things like this?

Boyd and Hartland seem to speak for the taxpayers and cautious people who live here but there is still so much wrong with mayor and council.
How many people would I support in the next election- two or less which I think is comparable to the number most people I know will support.

Once again Boyd and Hartland are the only Councilors speaking for the taxpayers. The Mayor and the other Councilors speak for the CoW bureaucracy and their own self-serving interests. There's a word for politicians voting increased benefits and pay for themselves, it's called 'corruption'.

I am not in favour of any changes during a term the councilor that apply for the job new what they were getting into. If they were not happy with the rule then they should not have applied for the job. And I agree to be done at the end of the term where there is no self interest to cloud judgement.

Well, it passed, but kudos to Councillors Boyd and Hartland for having some brains and ethics. As for the rest of you on council, well ..... I remember a statement that Councillor Woodcock made about the number of hours worked making the rate of pay about $5/hour. If that's the case, she's clearly in over her head.
